James is a seasoned executive with over two decades of extensive expertise in operations, strategy, and risk management.

James started in state government, working on the Governor’s communications staff in the State of Florida. From there, he moved to DC to pursue a career in emergency management and public safety policy at the federal level. Today, he is recognized as a public sector technology thought leader, and has a proven track record of delivering large-scale, high-impact projects, including the $100 billion FirstNet public-private partnership, which established the nation’s first and only public safety broadband network.

With deep experience in government affairs, SaaS, and public safety technology, James has successfully driven innovation, delivered billions in federal programs at the Departments of Homeland Security and Commerce, and managed high visibility engagements at all levels of government.

As Chief Operating Officer of Fractional Source, James leads strategic initiatives that advance operational excellence and drive transformative outcomes for clients in the public sector.
